The Directorate of Inspection and Audit (DIA) under the Ministry of Education has uncovered widespread financial and administrative irregularities in three educational institutions, amounting to more than Tk 10 crore. The findings, detailed in three separate reports recently submitted to the ministry, reveal serious violations in Mohammadpur Mohila College, Dhaka City College, and Asadnagar Fazil Madrasa in Narsingdi.
- Mohammadpur Mohila College: Tk 5.10 crore misappropriated
- Dhaka City College: Tk 4 crore misappropriated
- Asadnagar Fazil Madrasa: Tk 1 crore misappropriated
In addition, the DIA identified illegal recruitment of the principal of Mohammadpur Mohila College, 105 teachers at Dhaka City College, and five teachers at Asadnagar Fazil Madrasa.
Mohammadpur Mohila College
The DIA investigation confirmed that the college charged students Tk 7,500 for admission and session fees, despite the government cap of Tk 5,000. Over eight years, this practice generated nearly Tk 3 crore in excess fees.
The report also flagged the appointment of Principal Md. Aminul Haque as unlawful, citing discrepancies in his experience certificates. Investigators found evidence that he was employed at two institutions simultaneously in 1997–1998, a violation of government service rules.
Other irregularities include:
- Tk 12.78 lakh in unpaid taxes between 2018–2025
- Tk 1.98 crore in excess salaries to MPO-listed staff
- A college microbus used for seven years without logbook records, incurring Tk 15.92 lakh in undocumented expenses
Principal Aminul Haque, however, denied wrongdoing, stating: “I became principal after serving seven years as vice principal. There was no irregularity in my appointment. I will respond to the DIA report in writing.”
Dhaka City College
The DIA report revealed that 105 out of 198 teachers were recruited without following proper procedures. Recruitment boards lacked representatives from the Directorate of Secondary and Higher Education or the National University, raising questions about legitimacy.
Financial irregularities include:
- Tk 72.77 lakh spent in cash without depositing into bank accounts
- Tk 28.32 lakh in unpaid VAT
- Tk 2.92 lakh in unpaid income tax
- Governing body members unlawfully received Tk 1.97 crore in sitting allowances
The DIA recommended depositing these amounts into the government treasury.
Asadnagar Fazil Madrasa
Investigators found fake teacher registration certificates used for recruitment. Two junior teachers, Shamsunnahar and Mansura Akter, submitted forged documents, leading to illegal salary payments of Tk 11.21 lakh and Tk 1.91 lakh respectively.
Other findings include:
- Tk 86.33 lakh in unlawful salary and benefits across seven staff members
- Tk 21,708 in unpaid VAT and Tk 7,102 in unpaid income tax
- Excess fees charged to students for exams and registration
- 1.82 acres of madrasa land lost without proper explanation
Repeated attempts to contact Acting Principal Jabirul Islam went unanswered.
DIA Statement
Professor M. M. Shahidul Islam, Director of DIA, told The Daily Ittefaq: “We have submitted three full reports to the Ministry of Education based on our findings. Legal and administrative actions will be taken according to rules and regulations.”
