The president of an educational institution must have a bachelor’s degree.

The Ministry of Education has issued a circular setting the minimum educational qualification for the chairman of ad hoc committees in private educational institutions as a bachelor’s degree or equivalent.

The circular was released on Monday (March 16) by the Secondary and Higher Education Division of the ministry.

According to the circular,

“The general educational qualification of the chairman of the ad-hoc committee of an educational institution shall be a bachelor’s degree or equivalent.”

However, the ministry also kept a provision for exceptions. It stated:

“In special cases, the ministry may take necessary decisions in determining the chairman of the ad-hoc committee based on an individual’s significant contribution to the expansion and development of education or any other special qualifications.”

Nomination Process for Chairman

Regarding the nomination process, the circular stated that proposals must be sent to the education board through proper authorities.

It noted:

“For the nomination of the chairman of the ad-hoc committee, the head of the institution—in metropolitan areas through the Divisional Commissioner, and in other areas through the Upazila Nirbahi Officer and District Commissioner—will send a proposal including the names and CVs of three individuals to the education board.”

The proposed candidates may include:

  • First-class government, semi-government, or autonomous officials (serving or retired)
  • Retired educationists
  • Local education enthusiasts or socially respected individuals
  • Renowned local personalities or social workers
  • Founders of the respective private educational institution

The circular further added:

“The education board will nominate one chairman from the proposed candidates.”

Background of the Decision

The directive follows decisions taken at a meeting held on March 10 regarding the formation of governing bodies, managing committees, and ad-hoc committees of secondary and higher secondary level private educational institutions.

The ministry instructed education boards to follow the relevant provisions of the Regulations 2024 (amended on August 31, 2025)—specifically Regulation 75(2) for Dhaka Education Board and 74(2) for other boards—while forming ad-hoc committees.

Earlier in 2024, the interim government had already set a graduate degree as the minimum qualification for chairmen of managing committees of private educational institutions.

However, during the March 10 meeting, discussions were held about relaxing this requirement, which led to widespread criticism and prompted the ministry to issue the latest clarification.
