Sayed Mohammad Hasan Maruf Rumi, the Ganosamhiti Andolon-nominated candidate for the Chattogram-9 constituency, has officially released a 9-point election manifesto promising radical urban reforms.
The manifesto was presented during a press conference held at the Central Shaheed Minar in the city on Saturday, February 7, 2026. Running with the ‘Mathal‘ symbol, the candidate’s platform blends Ganosamhiti Andolon’s central vision with specific local demands focused on the port city’s unique challenges.
The “9 Points for Change” prioritize health, education, commerce, and sustainable urban planning for the residents of Chattogram.
Key Highlights of the 9-Point Manifesto:
- Tax Reform: Abolishing the “predatory” holding tax law and replacing it with a transparent, citizen-friendly tax system where residents have a say in tax assessment.
- Healthcare Revolution: Upgrading Chattogram Medical College Hospital and transforming Chattogram General Hospital into a full-fledged medical college. The plan also includes ward-based community hospitals and ‘Health Cards’ for every citizen.
- Social Services: Establishing senior citizen clubs and childcare centers near community clinics, alongside constructing specialized public toilets for women, children, and people with disabilities.
- Waterlogging & Environment: Reclaiming occupied hills and canals to solve the city’s chronic waterlogging through expert-led, long-term drainage management and ecological protection.
- Transport & Traffic: Overhauling traffic management to favor pedestrians and cyclists, while introducing inclusive public transport systems.
- Commercial Hub: Relocating the Ministry of Commerce to the commercial capital, Chattogram, and implementing a “One Table Policy” (One-Stop Service) to eliminate bureaucratic red tape for entrepreneurs.
- Youth & Sports: Establishing IT training centers for the unemployed and building indoor/outdoor playgrounds in every neighborhood to foster a sports-friendly city.
- Education & Culture: Ensuring free education up to Grade 12, promoting technical education, and establishing institutions to preserve and celebrate Chattogram’s diverse cultural traditions.
- Accountable Urban Planning: Formulating a Master Plan and Detailed Area Plan (DAP) based on expert advice and citizen feedback to ensure public oversight in city development.
