‘No Service, No Bill’: Tasnim Jara Unveils 6-Point Election Manifesto for Dhaka-9

Dr. Tasnim Jara, an independent candidate for the Dhaka-9 constituency in the upcoming 13th National Parliamentary Election, has announced a comprehensive six-point election manifesto. The declaration, centered on the slogan “No Service, No Bill,” was made during a public meeting at the Khilgaon Model College ground on Saturday afternoon.

Contesting with the ‘Football’ symbol, Tasnim Jara—who described herself as a “daughter of the area”—pledged to introduce legislative proposals in Parliament to ensure accountability and radical reforms in civic services, education, and healthcare.


Key Highlights of the 6-Point Manifesto

1. Utility and Civic Services: ‘No Service, No Bill’

Addressing the persistent gas crisis, Tasnim Jara promised to advocate for a policy where citizens are not required to pay monthly bills if service is unavailable.

  • Gas Reform: Proposing a “No Service, No Bill” law and forcing the government to provide LPG cylinders at fair prices when pipelines fail.
  • Waste Management: Implementing modern waste disposal and ensuring drains are cleared before the monsoon.
  • Accountability: Imposing fines on contractors if road repairs (by WASA or City Corporation) exceed the deadline.

2. Healthcare: Prevention and Accountability

As a physician, Tasnim Jara emphasized transforming local clinics into “mini-hospitals” equipped with modern technology.

  • Mugda Hospital: Bringing authorities under accountability to solve doctor shortages and mismanagement.
  • Dengue Control: Establishing a permanent, year-round mosquito eradication squad.
  • Women’s Health: Ensuring affordable maternal care, breastfeeding spaces, and female-friendly toilets in public buildings.

3. Education: Merit Over Quotas

In a move toward systemic reform, she pledged to abolish the “MP Quota” and any special recommendations for school admissions.

  • Transparency: Merit will be the sole criterion for admission.
  • Modernization: Introducing coding clubs, AI education, and modern science labs in schools, alongside a focus on student mental health.

4. Security: Light Over Drugs

Under the slogan “Not Drugs, We Want Light,” she vowed to eliminate political patronage for drug dealers.

  • Youth Engagement: Creating healthy entertainment and social welfare opportunities for the youth.
  • Safety: Installing adequate streetlights and CCTV cameras near schools and garment factories.
  • Public Transport: Ensuring reserved seats and respectful travel for women.

5. Economy: Empowerment for All

  • Entrepreneurs: Launching collateral-free loans and a dedicated startup fund for young innovators.
  • Working Mothers: Establishing affordable community day-care centers in every ward.
  • E-commerce: Providing digital training for local businesses to expand online.

6. Governance: Direct Accountability

Rejecting traditional political protocols, Tasnim Jara stated that no “middlemen” or “local leaders” would be needed to reach her.

  • Open Office: Establishing a local office within one month of election, open until evening for all citizens.
  • Digital Dashboard: Launching a digital “Open Dashboard” to track the progress of citizen complaints.

“I am not a guest bird; I am one of you,” Tasnim Jara told the crowd. “If elected, I will build a structure of accountability where every resident has a say in how their area is run.”

The Dhaka-9 constituency, comprising Khilgaon, Sabujbagh, and Mugda, is set to go to the polls on February 12, 2026. Tasnim Jara is the sole independent candidate in a field of 12 contestants.
